East Africa SAAR workshop in Butembo, Eastern Congo, March, 2008. 
This workshop, attended by local NGO, UN, civil service, and academic participants, focused on challenges to state and civil stability in war-torn Eastern Congo.  Butembo itself is not so directly impacted by civil war but is an economic hub through which much trade and contraband wealth, linked to militia groups, passes.
